in the morning, before breakfast, on an empty stomach.
in the evening, you may want to finish the sitting at least half an hour before you retire to bed. if you sit right before you sleep you may not be able to sleep.

Along with Guo Gu's points: the time just before dawn when the light and energetic quality is building, and also after sunset when dusk falls and everything slowly settles and stills, are both situations one can "ride" with one's practice to deepen the sitting.

Guo Gu and Meido have made excellent suggestions, but sometimes our lives don't allow us to follow these guidelines. So my guideline would be: whatever works in your life, that is, whatever fits your responsibilities in a way that you can sustain. Most important is to be consistent, to practice every day in roughly the same way at roughly the same place in your schedule (e.g., before you shower, or when you come home from work, or...). If you can't practice at so-called optimal times — maybe your child is sick, maybe you work the night shift, for whatever reason — that's no problem. Most important is to practice. Every day.
